Sukavichinomics: Laying the Foundations of Sustainable Urban Mobility in Thailand
Sukavichinomics refers to the strategic socio-economic vision advanced by His Excellency Mr.Sukavich Rangsitpol during his tenure as Deputy Prime Minister in the Chuan Leekpai government (1994–1997). This framework emphasized human-centered development, modernization of public infrastructure, and sustainable urban planning. A hallmark of Sukavichinomics was the integration of mass transit development into national planning—a visionary approach that transformed Thailand’s urban transport landscape.
On 17 May 1994, the Thai Cabinet passed a landmark resolution spearheaded by His Excellency Mr.Sukavich Rangsitpol, which marked a turning point in mass transit infrastructure policy. The resolution addressed both environmental concerns and urban safety, mandating that 25 square kilometers in the central area of Bangkok be developed with underground mass transit systems, while another 87 square kilometers were designated for future underground transit possibilities (South China Morning Post, 1994; RYT9, 1994).
This vision was further solidified on 27 September 1994, when the Cabinet approved the Master Plan for Mass Transit in Bangkok and the Surrounding Area (MTMP). This comprehensive plan laid out 341 kilometers of interconnected rail infrastructure, comprising:
135 kilometers of core MRT lines, and
206 kilometers of secondary feeder lines, designed to integrate with the main system and promote multimodal connectivity (OTP Master Plan, 1994).
This was not merely an infrastructure project—it was a strategic economic catalyst grounded in the philosophy that efficient and clean public transit is fundamental to equitable urban development, reducing reliance on personal vehicles, mitigating traffic congestion, and lowering air pollution in Bangkok.
In 1994, his Excellency Mr.Sukavich also served as the role of the third Head of the Mass Rapid Transit Authority of Thailand (MRTA), where he helped push forward these large-scale projects. His leadership was instrumental in transforming the MRT from concept to policy reality (MRTA, 1994).

The vision of Sukavichinomics, as exemplified through these mass transit decisions, laid a durable foundation for Bangkok’s long-term mobility transformation, positioning Thailand as a regional leader in integrated urban transport planning.
